Joe oversees the day-to-day activities of Keller Engineers. He has over 40 years’ experience in all phases of engineering and project management, from project inception to final design, and construction close out.
He works closely with the company’s management team to establish operating policies and procedures. He assists managers in preparing proposals and negotiating contracts and works with the Business Development team to evaluate industry trends, target new areas, and evaluate and assure client satisfaction.

Dave started with Keller Engineers as a high school intern and through unwavering dedication, worked his way to Vice President and Director of Water/Wastewater after 27 years. As Director, Dave leads the Water/Wastewater team and oversees all aspects of design and construction for projects ranging from municipal water treatment/distribution systems, municipal wastewater collection/treatment systems, storm sewers, commercial and residential water/sewer facilities, pre-treatment facilities, and post-construction stormwater management structures.
He has extensive experience in the preparation of items related to the design of water, wastewater, and stormwater systems including cost estimates, construction drawings, and bid/contract documents. Additionally, he prepares Act 537 Plans, environmental assessments, funding applications, annual reports and budgets, erosion and sediment control plans, post construction stormwater management plans, permit applications and sewage facility planning modules. Dave has also conducted river and dam breach analyses, prepared emergency action plans, and designed anaerobic digesters for dairy farms.
He is a graduate of the Leadership Blair County program, and an active member of the Booker T. Washington Revitalization Corp. Dave is registered as a Professional Engineer in Maryland, New Jersey, Pennsylvania, and West Virginia.

Jay has served in Keller Engineers’ Survey Division in various capacities for 30 years. In 2024, he was promoted to the position of Survey Division Director. As such, he is responsible for the supervision and management of survey projects and survey team members. Additional responsibilities include project and staff scheduling, project budgets, courthouse research, utility field location, and coordination and supervision of the Survey Division staff. He conducts or manages engineering and aerial mapping control surveys for public and private clients and provides technical assistance in resolving boundary and right-of-way locations.
He also has extensive experience with field survey and base map preparation in accordance with the Pennsylvania Department of Transportation (PennDOT) projects. Additionally, he is responsible for preparing preliminary and final right-of-way plans for local municipal, county, and PennDOT owned projects.
Jay is experienced in using a wide variety of survey instruments including, but not limited to, EDM’s with data collection, auto-tracking robotic total stations, and survey grade GPS, AutoCAD, and SurvCAD.

Due to the nature of Business Development, my team and I get to talk with and visit our clients and prospective clients, and work with everyone in the company. After more than 15 years, I am still inspired by watching our projects being designed, built, and used."
In this role Diana manages the firm’s Business Development Team and oversees marketing, advertising, proposal development, customer service, market research, outreach activities, and social media. She works with the firm’s leadership team to track industry trends, and research expansion opportunities. She has been with Keller Engineers since 2006.
Diana serves on several business and non-profit committees and boards such as five Chambers of Commerce, Operation Our Town, The ROCK After School Program, the American Rescue Workers, The American Heart Association, and a regional economic development organization. Diana chairs an annual charity golf outing sponsored by Keller Engineers and the annual “Engineers CAN Fight Hunger”– a food competition among local engineering firms. She also volunteers at several non-profit fundraising events.
"The Transportation Division began in 1993 with one employee and the acquisition of our first bridge design project in Thompson Township, Fulton County. The growth of the Division has allowed us to expand our services into various areas, creating separate Departments within the Transportation Division: Roadway Design, Bridge Design, Bridge Inspection, and Construction Inspection. As we grew, I still focused on creating a cohesive Division that works well as a team, produces quality work, and has some fun doing it."
Tom has served as the Director of Transportation since the division’s inception in 1993. He is responsible for the supervision and management of the bridge, roadway, structure, railroad, bridge inspection, and construction inspection teams. He manages transportation design and bridge inspection services conducted by the Transportation Division. His responsibilities include project and staff scheduling, project budgets, and supervision of the Transportation Division team.
Tom is the Project Manager for transportation projects for state, county, municipal, and private entities including design of state and federally funded projects using Department of Transportation criteria. He also serves as a liaison with clients, review and funding agencies, and attends project, public, and municipal meetings to assist with project funding acquisition and reimbursement.
Tom is active in industry organizations such as the American Society of Highway Engineers (Tom has served in roles ranging from President of the local Altoona Section, a Region 4 National Director, and the National President). He is also a member of the Association of Pennsylvania Contractors, the Pennsylvania Highway Information Association, and serves on several community organizations.
State College
"Keller Engineers has worked in the Centre Region since the company’s start in the early 1990's, our first project is located in Union Township, Centre County. The State College office staff has worked hard to firmly establish a true company presence in the community working for private developers and local municipalities."
With more than 30 years civil engineering experience, Michael has been managing Keller Engineers’ State College branch office since 2002. He is responsible for the supervision and management of the branch’s team members and projects. Michael has extensive experience in design, permitting, project management, and coordination of land development and construction projects. He also serves as a liaison for clients by coordinating with local, state and federal agencies, architects, contractors, and utility and regulatory entities.
He manages projects from initial feasibility study through the design, permitting, public hearing, and construction processes. Additionally, he serves as the consulting engineer for various Pennsylvania municipalities; responsibilities include plan reviews, site inspections, project and construction coordination and management.
Michael is a member of the American Council of Engineering Companies and the American Society of Highway Engineers.

Wendy has been leading the firm’s Accounting Division since 1995. She and the Accounting team are responsible for managing the company’s financial records including budgeting, financial reporting, accounts payable, accounts receivable, time reporting, payroll, retirement plan records, property management, client and vendor accounts, annual audits, FAR overhead rate, and maintaining GAAP compliance. She contributes to and oversees human resource functions including employment records and benefits.
Wendy participates in the company’s Contributions Committee and assists in record keeping.

Having 28 years’ civil engineering experience, Brian is responsible for the supervision, management, and implementation of Keller Engineers’ Land Development projects, as well as the firm’s Land Development team. He is also responsible for managing schedules and budgets
Brian coordinates projects through the government and planning commission review processes, conducts Quality Assurance/Quality Control reviews, and provides project administration through construction completion. He also serves as a municipal engineer providing services such as the review of subdivision and land development plans, consultation, and preparing permits and reports. Additionally, he coordinates projects with clients, review agencies, funding agencies, attends meetings, and assists with acquiring project funding, and reimbursement.
Gettysburg
"The partnership of our Gettysburg Office with Keller Engineers’ other offices has allowed us to improve upon the quality engineering our office is known for by providing even more support and knowledge gained from projects across the state. It is because of this support network that I look forward to continuing to serve the south-central Pennsylvania region, not only for the clients we serve but also for the community as a whole."
Erik has been with Keller Engineers (formerly Wm. F. Hill & Associates) for 18 years. After starting his career as an entry level engineer at this office, he now currently serves as Director of the Gettysburg Office. As such, Erik is responsible for overseeing the office, as well as leading the Gettysburg team members and projects. Primary services provided by the Gettysburg team are Land/Site Development, Municipal Services, Water/Wastewater, and Construction Management/Inspection.
Erik has extensive experience serving as a Project Manager for private and municipal clients. His expertise lies in Municipal Engineering / Consulting, Stormwater Management Design and Layout, Storm Sewer Design, Roadway Design and Maintenance, Project Management, Municipal Bidding and Construction Management, Stormwater / NPDES Permitting, and Plan Reviews for Ordinance Compliance
He is a Registered Professional Engineer in Pennsylvania, is certified in Environmentally Sensitive Maintenance (ESM) relative to the PA Dirt and Gravel Roads Program, has assisted multiple clients in obtaining Dirt, Gravel, and Low Volume Roads (DGLVR) grant funding, and is a member of the Pennsylvania State Association of Township Supervisors.

Brian is responsible for management of various aspects of the Transportation Division, including, but not limited to technical guidance, staffing, planning, budgeting, and scheduling. He is a Project Manager and Bridge Engineer for state, county, municipal, and private entities, including design of state and federally funded projects using Department of Transportation and American Railway Engineering and Maintenance-of-way Association (AREMA) criteria.
Brian serves as a liaison with clients, review and funding agencies, and attends project, public, and municipal meetings. He also assists with project funding acquisition and reimbursement. Additionally, he is responsible for project schedules, budgets, and quality control.
He is experienced in the design of bridge structures for state, county, municipal, and private entities. This includes preliminary and final design, and rehabilitation design of single and multiple span pre-stressed concrete, steel, and timber bridges, as well as structural design related to retaining walls and other transportation structures and temporary construction facilities such as shoring, overhang support, and temporary walkways. All such design is done according to American Association of State Highway and Transportation Officials (AASHTO), American Institute of Steel Construction (AISC), National Design Specification for Wood Construction (NDS), Department of Transportation, AREMA, and other governing design criteria.
